Abnormally Heavy Snowfall Catches Muscovites Unprepared
“Inhabitants of Moscow were surprised by unexpected and abnormally heavy snowfall, which is rare for October,” says reader Argiris Diamantis.
“As I see it,” says Argiris. “These people will soon get a whole lot more of unpleasant surprise in January and February.”
“Over the course of three hours, between 5 and 6 centimeters of snow fell in Moscow, which is atypical for the end of October,” says the Moscow Times.
“What we are seeing now is characteristic of the snow covering in November.”

note
the govt provides heat to all. as a basic requirement.
Much slush and ice, Moscow streets resembled rivers. More snow is on its way. http://www.themoscowtimes.com/news/article/authorities-battling-slush-after-heavy-snowfall/470584.html
