Twenty people were injured in Zagreb on Monday when two city buses collided following heavy snowfall.
More than half a metre of snow fell in less than 24 hours, bringing the Croatian capital to a standstill, crippling the transport system and closing a number of schools.
The civil defense network and fire service spent much of Monday cleaning the roads of more than 70 cm (27½ inches) of snow that fell in one day.
Trams, buses and trains were all affected, with many lines cancelled, forcing workers to travel home by foot.
Most of inland Croatia is covered in snow. In the town of Karlovac, the balcony of a tennis club collapsed under the weight.
More heavy snow is expected all week.
