Road crews and residents started digging out this morning from a blizzard that dumped record snowfall on Fargo-Moorhead and walloped areas to the south and east.

More than a foot of heavy, wet snow hampered efforts to open up I-29 and Highway 13 in the Wahpeton area. Plows were unable to bust through the cover in some areas, forcing the Transportation Department to bring in truck-mounted blowers to slowly cut a path through 3½- to 4-foot drifts, maintenance supervisor Bruce Nord said.

After being closed for most of the day, Interstate 29 is now open from Fargo to Watertown, S.D., and Highway 13 is now open from Wahpeton to I-29.

A no-travel advisory has been lifted for the southeast region of North Dakota.

Interstate 94 from Jamestown, N.D., to Alexandria, Minn., were opened earlier.

    Southern Manitoba is in for a MAJOR flood this spring! We sit at the bottom of a 3 sided bowl here with spring meltwater flowing down to us from 5 states and 3 provinces. We ourselves have above normal snow on the ground this year to go with all the record snows coming from the states and provinces. More heavy snows combined with a quick melt could bring us a 1 in 1,000 year flood. Winnipeg is protected by our Floodway (Essentially a giant ditch dug around the city)but our lakes are already at record high levels and huge amounts of towns, homes and farmland will face heavy flooding. The clock ticks.

      and you have the sense to know the risk of flooding..so what steps will your local govt take to help lower the risk to you and others?
      pre emptive planning is??
      got any reservoirs etc?
